Is Mark Rippletoe's Starting Strength a good program for losing weight or should I be doing lower weight high volume stuff?

If you're completely untrained, then you can run it for a while and make gains while you lose weight. You won't make progress as fast as you would if you were gaining weight. This is the trade off for being overweight. If you aren't completely new to lifting, then you can do either a 4 day U/L split or use a HLM template.

No. SS is a good program to gain strength and some muscle but you HAVE To be in a caloric surplus to be able to complete it. You can not add 15 lbs to your squat every week if you're not eating a lot of food, rippetoe is pretty clear about that
