How do I know when to stop cutting for good?
The more lbs I drop, the more I realize I still look like complete shit

when you hit 10-12% bodyfat
your bodyweight is irrelevant, you probably were much fatter than you cared to admit when you started cutting and will end up being much lighter at the end of your cut than you thought

Buy Calipers. Watch videos on how to measure yourself. Learn to do it correctly. Go to 12 or 10% preferably, as >>42533534
said. Lean bulk till 15%. Repeat.

How long is that bulk? It seems like a short one.

depends on your bodyweight
if you are 200lbs and 10% bodyfat at the start of your bulk and put on 20lbs (assume a rate of 1lb/week), 75% of which end up being fat, you would be at 220lbs and ~15.9% bodyfat at the end of a five month bulk
note that there are actually diminishing returns with overfeeding (ratio of fat:muscle gain becomes less favorable the longer you overfeed), as a rough guideline you might only want to bulk for 3 months or so at a time before doing a short maintenance phase and then a short cut if you so desire
