anyone else get exhausted easily from lifting?

how do i perform more sets, do i need more cardio?

If I can't hit my target I just keep on doing reps and lowering the weight until I reach the goal.
I'm on 25Kg. By the 3rd set I can only do 8/12 reps, so I do 2 or 3 more at 20 and the rest at 15.
