Get the surgery. Make sure you go to a reputable surgeon who still go in and excise the tissue. Do not settle for lipo only or cutting cannulas. It ain't the same thing. See gynecomastia.org. Expensive but worth it.

All men have a little bit of that, it's normal. Just feeling mammary tissue under your nipple isn't enough to say for sure. If you drop the weight and still notice significant moobs, get yourself checked by a doctor.

You can also tell by feeling around the nipps. If it's just fat, it will be soft and flabby. This can be lost with diet and exercise. If you feel a lump of hard tissue under it, it's gyno and the only way to get rid of it is surgery.

I had the surgery done last year. It was 3k all together and prices vary by case. They cut around the nipple and get rid if the tissue. They also might liposuction fat to help sculpt the chest.

Recovsry takes a few weeks, but you'll be back to normal afterwards. You'll have to wear a compression shirt they give you for about 5 months or so.
