No, gain weight while you work out. If you want some extra fat that's fine, but there's no benefit to gaining a bunch if fat first, and then working out.

The important thing is that you start lifting FIRST, then you can start bulking. Noob gains don't actually require you to eat at that high of a surplus as long as you have the right protein intake

Eat while you lift.
You can't convert fat into muscle, you can only burn fat or build muscle, so if youre already skinny go on a high calorie diet and do a proper workout routine.
