pic related is pro golf caddy duane bock. he probably weights 250-300 lbs and the only real exercise he does is ferrying around kevin kisner's golf clubs, yet his calves are bigger than my biceps

you can look up pictures of pro weightlifting/powerlifters who squat hundreds of pounds, and their calves look tiny in comparison (despite containing more muscle mass)

if you want to build strong calves, high volume calf raises and jump rope can be effective, but if you're trying to stay at a low bf, there's still a limit to how big they can get

Run a lot. Preferably uphill, in shoes with a minimum amount of support. Skipping rope is also good. Calf raises are nice, but don't rely on them alone to build your calves.

I begin every workout with 3-5 sets of calf exercises. It is the only thing that has made my calves grow.

Just choose 2 or 3 calf exercises and begin every workout with 3-5 sets of one of those exercises.

I alternate between barbell calf raises and seated calf raises. Sometimes I go heavy/ low rep and sometimes I go moderate/ high rep. But the more often I hit them the better they grow. My entire legs are like this and it took me years to figure out how to make my lower half grow like my top half. Just work them more often.

I used to walk on tiptoes as a kid when my feet were shoeless.
Now I have big fucking calves and I don't train them at all (I also fixed my walk and posture).
