Assuming you are using correct form and that your barbell isn't fucken wonky then I guess it has to be one of two things:
1. You've a weird thing going on with your lift that gravitates the bar into hitting your shin.(muscle/stabilizer issues)
2. Your right shin is bigger than your left.
