Well not in the sense of your image, what she's getting at is targeting stabilizer muscles like what you'd do in physical therapy.
TUT routines are fine. You'll have to lower the weight but if you do 2 seconds on both the concentric and eccentric movements on say, a tricep pushdown, with strict form, then your tris will probably blow up.
That said, you do that a while, then you should probably lift heavy and then when you can lift heavier do more volume, slow and controlled...
Huh it's almost like you need both for optimal progression
