What is better for overall leg development, high or lowbar squats, or leg press? I've got dead person chicken legs.

Bench press.
You use your legs to push against the muscles that actually matter.

Lowbar overall, uses the most muscle mass and pushes the most weight
Highbar is close behind, mostly applicable to oly lifts and other sports but is a fine squat if you prefer it
Leg press (and front squat) are for quads, good as an accessory & targeted mass building
