That's actually an interesting thought, Hall may have higher test than Anderson ever had, thanks to steroids, but that's well post-puberty, meaning his body still has a limit. Perhaps Anderson had freak level test that developed naturally, meaning he would have naturally developed strength, thicker bones, thicker tendons, more muscle etc. from puberty on, meaning his limit would have been far higher than Hall's.

There's more than just test levels to consider when discussing genetic outliers. For instance, there's a family of people carrying a mutation of the gene normally linked with osteoporosis that instead have incredibly sturdy bones, about 8 times more dense than average.
