Does a scrawny manlet stand a chance in performing well during basic training given a year prior of physical preparation?
Pic related, the PFT table: the 60 points are a minimum and I am yearning for a 100 in every exercise. At the moment I might be able to score a 60 in jogging, though I'd probably score lower than 60 in both push-ups and sit-ups.
Is it possible?

Better find a good grader homie. But really it's not an unreasonable goal. If you're still too skinny they'll feed you double portions to bulk you up.
Not that hard, especially with a year to train beforehand.
Do a lot of pyramid training for situps and pushups; stick in a fair number of pullups and don't forget that it's a running man's world.
HIIT is your friend, and so is greasing the groove.
