When I run, my muscles are perfectly capable of it, and I feel like I could go for a while, but before long my breathing just completely breaks down and I'm gasping for breath. Any ideas what I should do?

Slow down.
One of the most common mistakes of newer runners is going faster than they should.
You will get better and be able to go faster as you progress.

I've gone through periods of running every few days or not running at all on and off for a while, I normally do like a mile or so before I train. I think I go slightly too fast

Don't know about the others, but I'm using Runmore, which is completely focused in C25K (beginner running program) and I love it because it's minimalist and has way less bs than the other C25k apps.

Okay so you don't have an app that summarizes your run for you? For example I can tell you my last run was 19km at an average pace of 6:01/km. I can also tell you that even though I think I run 4 times a week, if I do the math I actually only run 3 times a week on average.
Get runkeeper and learn some actual stats. Most likely you are going too fast. The difference in distance between 5:00 and 5:30 is huge.

i have opposite i can breath but my lower legs just pain me. i feel the front of lower leg muscles are in pain/tired.

That sounds like it could be shin splints. Be careful with that.
Simply resting will fix it.
