any advice for young scrawny male who is built like a 15 year old who ended puberty early?

i'm 5'10 and weigh 145lbs. I run three times a week, eat like shit, (planning on dieting, need advice though), have only tried and failed lifting or other workouts, besides like pushups.

My problem is that I just don't really know much about fitness in general, so I don't know what to change in particular.

Really, I just want to be physically fit enough to give off the appearance of being physically fit and be able to work harder and lift heavier things, not so thin and frail. how do I add bulk?
