I lifted weights for the first time in my life and 12 hours later I can barely move my arms. Is this normal? I did 75 reps each until I couldn't lift anymore.

Yes muscle soreness and stiffness is a natural response caused by the lactic acid buildup after excercise got because your body is not used to this stimulus and is inefficient at recovering from this strain.
Don't do work in that kind of rep range it's inefficient from a time and stimulus perspective. You need to get on a novice workout program to learn the principles of lifting, learn form and build a solid base of strength. Something like starting strength for example.
Using a weight that light will get you nowhere.
