I want to lose about 5-10 pounds of body fat while still gaining muscle.

Is it more important to count calories or count carbs (or both) in order to lose body fat while actively exercising throughout the week?

Calories are king. It's just physics.

That being said, read up on intermittent fasting. It IS possible to "game the system" a little bit by timing when you are in surplus and when you are in deficit.

Well first thing I'd say is building muscle actually burns fat so lift weights. And more if you can, progressive overload. You'll have to not worry about the scale if you wanna lose fat. Take progress pics, and measure your BMI occasionally. Eat lean protein and veggies , obviously you want to eat more calories than you burn. Now if you meant losing 5-10 pounds of weight (period) than counting calories will be your best bet. You will lose the weight no matter if you eat carbs or not so long as you are burning more calories than you're ingesting. Remember losing weight is calories in vs calories out. Building muscle and occasional cardio will be your best bet to burn fat

Eating below TDEE lets you lose weight.
Eating carbs gives energy.

To limit muscle lost simply find TDEE and eat a moderate amount below it. All explained in sticky.
