Can you still attain a toned/muscular body if you start lifting in your late 20's without using steroids? I know ideally one should start lifting years earlier. Anyone start lifting between the ages of 27-29?
yes

Yep, by losing weight, mainly. Add on top of that muscle and you're good.
What normies consider 'ripped' and what we consider ripped is a whole different subject, though.
Image related. Left is what normies consider ripped, right is what we consider ripped.

well memed
I started at 33 and today I deadlifted 140 kg for 5 reps and 4 sets, plus one final set where I reached 8 reps. 82 kg weight. Double overhand, no straps and no belt.
But no, it's too late and you'll never make it, don't even bother my friend :^)

I'd like to see how your body turned out (no homo).

I started at 27, quit looking for excuses

I prefer the body to the left.

How old are you know? How much gains did you get after a year? I am not looking for excuses, genuinely curious.

Not him, but I started lifting last august and got considerable gains within just half a year of natty lifting, to the point where normies were complimenting my gains and calling me the 'big guy'.
You can pack on some serious muscle within a year of DEDICATED lifting. If you aren't getting any gains then your diet or workout routine isn't on point. Most likely it's due to bad diet / not eating enough.

You can get a muscular body even if you're 40 and have never seen a barbell before. Compared to kids you only make a bit slower progress and need more time to recover.

Also, I was 22 when I started last year, but it really shouldn't make much difference if you're 22 or 30. Noob gains are really easy to get if you've got everything on point.

No completely impossible, has never been done. Exercise only works if you do it as a teenager then it lasts forever. Feel free to leave this board and never come back again.
