So I want to start going to the gym to get rid of the flab I have (mainly around my waist), as well as to actually get fit and build muscle after this.
Should I start with focusing on cardio? Do I start with a cut to get rid of the flab?
first cut then build muscle. DO some cardio, why not, but lifting heavy weights is good cardio nonetheless

I guess that depends on how you wanna go about it. Personally i'd say just do strength training to get muscle mass while staying somewhere around the same weight while eating shitloads of proteins and BCAAs. After you're significantly strong, start doing cardio, change your diet to a cutting diet.
I was at F2/G2. I stopped drinking calories, and Made sure I got enough proteins. By gaining musclemass my BMR increased which in turn made losing weight easier. I didn't really have to change too much with how I ate. Stop drinking soda and you should lose weight pretty easily.
