What's the best way to put some muscle on lagging obliques, isolation (side bends/thread the needle etc.) or compounds for core (like the dragon flag/ab wheel/leg raises)?

this is the result of me training with mostly compounds and never adding extra ab work though. I've seen skellies that are flat, fatties that lost their love handles and became flat in that area and people with waists smaller than their hips (I think) that are basically like the OP pic
