Skinny manlet at 18 here. I'm trying to make some gains, but whenever I exercise, it just tones my muscles without them getting big and popping out. Any advice for getting cool muscles that'll pop out of my shirt?

You have to introduce more calories and protein into your diet so your body has more resources to use to produce muscle. More marble to carve if you will.
And for what you want you also have to lift weights, heavy weights. Just in case you didn't realize. That means no baby weights, the weights you're lifting should be heavy enough that you shouldn't be able to physically do more than say 10 reps. I'm sure the other anons have more specific ranges on what the minimum and maximum number of reps should be.

For strength: 3-5, definitely stick closer 5 as a newbie though. 3 won't be enough volume in general at your level.
For hypertrophy and accessory lifts: 8-12.
But get on a program that tells you what to do. Don't just throw shit together and do random rep ranges. Read the sticky and eat a lot
