Don't worry about brands as a beginner. That shit only matters when you're loading 4pl8 for squat or some shit.
Craigslist is fine. The price point for new weight is $1/pound, and since weight is weight you can't expect it to be a whole lot cheaper.

A beginner doesn't need to worry about bumper plates. Just make sure you pad the area where you DL enough so it doesn't damage the floor.

This. If you're super cheap, you may be able to speak with the metal shop teacher at the local high school about getting a power rack made. Also, recycling plants are a gold mine for cheap weights.

I worked in a recycling station for a summer, and I can confirm this, but holy shit wear gloves and a mask and buff and paint that shit before you let it touch your skin. Two of my coworkers got tetanus, I'm pretty sure just from basic skin contact.

I got a TRX a few years ago. I still use it. Much as it's a great value, it is body weight exercises only, and the options for shoulders are limited.
