Can Schwarzenegger's idea of "21s" (Where you you 3 sets of 7 of bicep curls, doing half reps first from lowered position to horizontal, then horizontal to upwards, then full reps from lowered to upwards) be applied to other exercises? I'm thinking particularly about front and lateral shoulder raises.

it doesn't matter what rep scheme you use, it makes literally 0 difference. all that matters is your total volume accumulation
you can do 21s, or you can just do 3 sets of 10, or 3 sets of 8 as long as you're adding weight to the bar or adding more sets, you'll grow

The only caveat I would add to this would be getting past plateaus. I find it helps to set up a super-set of some kind for a week or two and then go back to a heavier weight after. Feel glorious when you haven't been getting that pump or doms
