I've started lifting recently and I have really skinny arms.
The bone at the side of my elbow sticks out a lot and makes my arms look even more skinny. Is there any particular excercises that can target any muscles around there to fill it out a bit?

Ohp will fill that up with the lower part of the tricep. But you are focusing on the wrong thing. Gain weight and lift some heavy ass weight.
That doesn't look bad, it actually gives the illusion of bigger forearms.
Continue developing biceps and especially triceps, focus on hitting them at least twice per week.
That should get your upper arms a bit wider which will mask those bones a bit

french press hits the lower triceps best. Static close grip bench press holds at the half rep point are also good.

I've been following a beginner routine the last month which has all the basic compound movements in it (bench, squat, deadlift, ohp, etc) I was just wondering if there was a particular exercise I could include which would help that bit of my arm

I had the same thing when I started lifting 3 months ago, add some accessories like skullcrushers, any variation of curls, reverse curls, cable pushdown and dips, all of them combined with a clean bulk and your arms will get thicker in a couple months
