If you're a fat fuck (almost 30% body fat) who's been lifting for a year. Could you still get stronger when cutting all the fat and still improve the number on my lifts? Will I get weaker around the 10-12% body fat area?

you eat a caloric surplus on days you lift, and a deficit on days you dont.

its easier to just cut down really far then do lean gains. you cant really put on mass and lose fat, it requires a caloric surplus.

eat less, train more
bite the sour apple and cut down to 10% and after that get your strength you want to. if you try to get strong while wanting to be lean you will male slow gains and get demotivated and hate yourself for not getting your results. rember with 10% everyone looks kinda fit and asthetic big muscles are just a bonus at that point
