How to deal with such a low TDEE for cutting?
I'm currently at about 20% bodyfat and I'm trying to get to 10 but every time I break a barrier in weight I get a new one and now I can't lose weight on 1200 cals how far do I need to cut or how do I raise my TDEE?

I know the wiki says to subtract 500 cals to cut but is it really going to be safe for me to eat 700 cals worth of meals?

There's no way your TDEE is that low at that weight.
You have messed up your calculations somewhere.
If you aren't losing weight at 1200kcal, then you are counting your calories incorrectly.
If you are 100% certain that you are, then you need to see a doctor because you probably have some kind of metabolic issues.
Anyway, you raise your TDEE by being more active. I weigh less than you and my TDEE is about 3500-4000kcal because of my job

I'm 175lbs on test+superdrol and my TDEE is like 3000 and I haven't done cardio in 2 years (granted I move a bit as part of my job).
I suggest you learn a bit of mathematics and use steroids or something cause you're numbers are clearly off.
