I'm just getting into fitness, I got a fat ass belly and thin forearms, and especially for summer I want to be able to have the confidence to take my top off.
I'm far too beta to go to a gym, so I've invested in a barbell and dumbells, and a quality bench.
Is there a way to work out my back and shoulders with a barbell/dumbells?

That's not entirely true. You can start to see results in 4-6 weeks if you're skinny and start lifting. It shows on skinny guys better than fatties.
