I just can't seem to get fatty or muscle gains /fit/
I eat 4-5 meals a day including protein bars between then and do the following
20 km city bike rides to work/friends
I play Shapeup on my xbox for 20 minutes
Another 40 minutes exercising with dumbbells while watching a tv show
I've been doing this for 2 months while eating a ton of peanut butter and milk with my protein bars and chicken + cooked rice
What can I do ? I still look skinny and I hate it

Count calories, you aren't eating "a ton".
Also - how are you supposed to grow on cardio? Start lifting.
start counting calories and eat more. if you ride 20 km per day and exercise then your TDEE is most certainly close to 3000.
i lift 4 times a week and cycle around 300 miles/week and i have to eat almost 5000 calories for slow bulk. 5'8, 177 lbs
You aren't eating enough calories. Simple.
