So, is the following enough for a well rounded upper body routine?
>dumbbells, 5-25lbs in 5lb increments
>45lb weighted vest
>dip station
>pull up bar

Can I get ripped for the beach? I have the following equipment:

You'll probably end up being weaker but you can at least work out for hypertrophy by doing high reps and sets. An adjustable bench is pretty cheap and you can always get heavier sets of dumbbells if what you have isn't good enough.
To answer the question specifically, it would be well below decent but its doable. Would check out body weight exercises as well and incorporate with weight vest.
