Is there a huge difference between cheap and expensive exercise equipment to a non bodybuilder? I just want cardio to be healthy for surgery.

Generally build quality and materials used. Casual stuff is way cheaper but has a weight limit. It's also more likely to depreciate quality wise faster. It may also not be as accurate as the more expensive counterpart. BB don't do cardio, it kills gains.
Cheaper equipment usually wiggle in use, more expensive equipment is usually heavier and steadier. But if you dont mind shaggy appearance and wobbling you can get anything.
