It's about limiting factors.

Barbell curls aren't limited by what you can deadlift, so you don't need a power rack to do them; you just pick the bar up from the ground.

Presses aren't limited by cleans, if you've spent a little time practicing them. And you should spent a little time practicing cleans because it's a good lift. Hell, it's even part of the most popular strength program for complete beginners there is; Starting Strength.

Squats are clearly limited though and there is no point in trying to train them without a rack.

Leg press is extremely unsafe when using heavier weight.

You shouldn't be using your core much on a leg press, so your weakest point is your knees. If you go too heavy, that's what you'll blow.
By comparison, when doing a heavy squat, for pretty much any lifter (who trains legs) on earth, your core will always be less strong than your knees. If you go too heavy (not "can't get it back up", but legitimately "so heavy you can't even keep it locked out"), you'll lose tightness at your core and shoot down (hopefully on safeties) much earlier than your knees would blow out.

There's a guy at you gym who does massive weight at quarter reps. So say if hes doing the bench, he will put 3 plates on each side, get the bar off the bench and move it just enough so his arms are no longer locked. He does anywhere from 2-5 reps usually.
