I'm sick of being skinnyfat. How the fuck do I fix this? I keep getting different advice?

Recomp first imo if you've never lifted before
if you are over 15% bf cut first and get down to around 12-15. then do a controlled bulk. aim to gain around 1 lbs every 2-3 weeks and do some cardio after lifting to minimize fat gain. once you get to around 15-18% cut down again.
pick a program that has you do some hypertrophy mixed with strength like candito linear or candito 6 week and do it. with that kind of small caloric surplus you can bulk for entire year before having to cut and you'll have a decent body in 2 years.
