how do I get better abs and a flat belly?
the following happens for me:
>relaxing belly muscles
>I have a what is like a beer gut, it sticks out
>flexing abs muscles
>I have flat belly / flat abs
Is this fucking normal? Does this mean I'm just fat and need to lose some weight?
Or could it be bad genetics or bloating or some other shit?

stop pushing your abs out when you brace/do ab workouts, pin your abs to your spine like you're doing a vacuum

it's hard to give proper advice without being able to see what we're working with, but in general if you have visible abs when you flex your core you probably don't have to lose much fat if any. if anything i'd bet you should bulk to make your abs larger.

Do ab vacuums like these guys say.
Try to do them 4xday for a minute or so each time.
Fixed me right up, and my core now feels more stable during other lifts.
