I have no fucking idea what it's called but I've been doing something similar as an accessory to my regular back work. It adds a noticeable amount of pump if you get the sweet spot and really engage your lats, otherwise I find it just wears out your r. delts.

most people have huge traps but a pencil neck, and thus look like a smaller guy coming out of the headless carcass of a swole guy. i only started neck training because of my sport (boxing - if you get hit with a feisty hook your head better not fall straight off kek), but it helps aesthetics and general wellbeing too.
