I took a blood test for my testosterone levels recently and they came back today.

In my xp its about average in our current culture. You're still really young. So youve got that going for you. You can improve it in time (1-2 hard working years) to have a better life.
I'm not an expert. If i posted pic/stats some would laugh. I got my test analyzed years ago when i was skinny fat and it was in the 380's. Havent tested since but Ive personally felt progress by locking down my diet/sleep/training.
Hit the gym four days a week until about 2-3 months in it becomes a habit.
Eat tuna, chicken, eggs, oats, and dairy until you crave it. Eat your bodyweight in grams of protons daily.
Hopefully you dont have too many sexual frustrations, self-worth issues, or other challenges like I do.

Brother dont beat yourself up too much. Just go back to the drawing board.
I mean, unless you have some crazy exception like a parasitic worm or a metabolic/sleep disorder it all boils down to diet/training/sleep.
Like I said before, Im no expert, but my first response would be to consider a new program. I know what PPL is but Ive never run it or seen templates. In my xp there isnt much periodization (prescribed percentages of 1RM or 5RM)? I run Wendler's 5/3/1 with some extra acessories on top and Ive found the prescribed exercise percentages to work really well for a novice/intermediate. Its slow but it works. Maybe thats what you need?
The diet doesnt sound like a problem for you, anyhow.
