Its a "dip" machine.
You push the handles down like doing dips.
The guy in the pic went to my old gym.
He would load up 12 plates on a bar on the power rack safeties and do "shrugs" where he just held the bar without it moving at all and kind of bounced his shoulders a bit.
He also got two "spotters" to help him with pulldowns. He put the max weight on the stack, had one of them literally lift the stack from underneath, while the other guy pushed down on the handle to help him pull it down.
