it's actually a bad question because oats and potatoes contain very different micronutrients (in significant amounts), and fit very different dishes, so it's not really a competition like brown rice vs white rice
and for that reason it's a great idea to use both potatoes and oats as your primary carb sources

Thoughts on wheat tortillas? Are they considered good or bad carbs? I'm not sure if they're complex carbs. One tortilla has the same macros as 33g oats (133 cals, 3g fat, 22g carbs, 4g protein). I don't eat often brown rice or potatoes, mostly:
Breakfast:
Oats, whey, fruit, PB
Lunch:
Egg whites, turkey bacon, veggies
Post-WO:
Shake (oats & whey)
Dinner:
Chicken & veggies tortilla wrap

If by wheat you mean whole wheat then in theory they would be good, but a lot of brands add a bunch of shit ingredients to it because it's hard to make a pliable, soft whole wheat tortilla with just flour and water.
Try incorporating some beans/lentils into your meals. They're one of the best foods you can add to your diet.
