They're one muscle, if they're huge protracting from your back but not vertically up from your shoulders you can't change that. It's just like people asking how to develop lower lats, it has to do with muscle insertions.

I do smith machine shrugs and it works traps quite well. Make sure to go heavy. Traps are where all the weight your arms hold are anchored so they are stimulated mostly by heavy weights

It would be better if you do free weight rack pulls instead of using the Smith machine. You're missing a lot of growth from stabilization.
