Is there any way to bulk and work out twice a day?
Is there some type of workout programming that helps for this?

This is probably the best advice desu. You don't want to do two high volume sessions in one day. You wear out your cns, your muscles have less time to recover, generally not very good things.
Two 45-60 minute workouts with moderate to high intensity should yield best results

what you want to do is dynamic effort / explosive stuff in the morning (after good warmup, because youre stiff from bed)
and then high intensity in the evening
you dont have to do a whole lot of volume if you workout daily, well you cant really.
basically bulgarian training

What do you mean by "high intensity" compared to "high volume"?
Bulgarian method or the Broz method, they're both fucking insane though, basically selective methods to finding the individuals who can whitstand elite-level training without injuries.
Supermang paid 180 bucks for a powerlifting routine, ate in one session more than you eat in a day and lifted 6x/week 2x/per day plus cardio

nigga read the sticky
volume training refers to getting a pump and building muscle mass usually from higher rep and lower weight
higher intensity refers to making strength gains with higher weight lower reps

a lot of the Bulgarian lifters would talk about needing to deload regularly even if their coach didn't allow it.
they would normally rack up a squat bar with half weight on one side and squat off center just to be able to deload while not upsetting their coach
