I listen to audiobooks while doing cardio anyway, so I'll put on a simple language tutorial audiobook and let it run.

When I was learning Spanish I'd go to local restaurants that I knew were super old-school, and try and only use Spanish while there.

Listen to foreign music.

Watch foreign films.

Basically find ways to force yourself into using the language daily, or you'll lose it. Friends who were raised bilingual or polylingual are invaluable, and it's fun to be able to speak privately even when you're in public.

If you genuinely want to pursue something I think that you just have to realize that it will take some effort to establish the hobby. Much like anything else you do need to be disciplined about it especially if it involves learning something new.

I'd suggest just setting a small goal related to the hobby and scheduling in some time for it.

I told myself I would work on coding for an hour a day for a week and that kickstarted that for me. Make sure it is something you actually want to do though otherwise you won't ever really commit to it.
