then it's probably your delts that are giving out. Work them harder, with more volume. I generally tend to get stuck near the top.

I had an incredibly difficult time progressing OHP, as many others do. If you insist on sticking with that specific lift, yours won't progress that fast; set your expectations for progress over two weeks as opposed to one
HOWEVER. I'd recommend switching to Push Press, which is the same as OHP except you just use a little bit of leg at the beginning to accelerate it off your shoulders. The mechanical advantage at the starting position of a strict OHP is just fucking terrible, and really doesn't facilitate any special development. You'll make much faster progress on Push Press, which will absolutely translate to a strengthened strict OHP.
