Consider spinal traction. I work in physical therapy and we do it all the time for back pain. It's a machine that pulls on your cervical spine and stretches it to decrease the pressure between discs. You can also get home units, lots of people love it.

I think home ones are a few hundred bucks usually, they use air pressure instead of actual mechanical resistance. Might be worth getting a referral from your doctor to try it at a physical therapy clinic before buying one to see if it works, usually insurance will cover the visits

Jefferson Curl aka the way BFS and OLers do a SLDL. Also I've found that Dips and Chins esp weighted with a chain on belt do the trick.
You can actually do this by tying a rope around your neck and hanging for a bit but it's considered a pretty dangerous technique
