I'm in my 3rd week of lifting. 6.1 198 lbs. I'm getting noob gains, but I'm getting little fatter also. I'm semi skinny fat. I was training 2 years ago, but stopped because of work related issues. Eating around +3k calories per day. Should I keep eating and ignoring if I get little fatter?

Eat slightly above your maintenance calories. Don't gorge an undetermined amount of calories every single day, it will just make you fat unless you have serious muscles to feed.

If you're getting fatter while doing a serious strength program, then you're eating to much. Be realistic about your "activity level" and don't eat like a monster if you aren't one.
3 weeks isn't enough for any serious visible change of any kind to occur though. Maybe it's in your head. Just keep making strength gains and stop worrying.
