This is basically all there is at my apartment gym... almost nobody comes in. Is it possible to get decently fit with nothing but these machines?

Can't see it being possible dude. But I guess it really depends on what you want your body to look like. If you're shooting for otter-mode, sure, that may be the bare minimum there, assuming you eat right and add in lot of push-ups and other exercises that don't require equipment.
Otherwise, just invest in a gym membership and hit up your apartment's "gym" when you get bored. Even Planet Fitness is better than your pic.
I used to live in an apartment that had a "gym" similar to yours. I tried convincing myself that I was getting a great workout down there, but deep down I knew I was wasting my time. I ended up getting a gym membership like 2 months later. I know the apartment workout room is convenient, but you're probably just wasting your time there.
