That picture of Ilya is pretty bad, IIRC it was taken in his off-season while he was taking time off to recover for an injury.
Different nationalities have different training methodogies, for example the Chinese do a lot of bodybuilding work, and they're all manlets so they look jacked as fuark. Klokov also does a lot of BB work and cross fit stuff

This. Hypertrophy does make you stronger, because thicker muscle fibers are naturally strong. But without strength training, most fibers remain unactive, so they don't get bigger. This isn't the case with Klokov of course, he has pretty much both. Ilyin's muscles are smaller but they're being used to a fuller capacity.

Illya hadn't trained for like a year in that picture and was off drugs.

Look at him when he's training hard and roiding hard. He's THICK. Like a horse.

I don't think he does lots of specific 'bodybuilding' work. But I believe he does lots of push pressing, for high reps. Works triceps a ton and shoulders at least a bit.

He is kinda muscled. I think he just has a DYEL skeleton that makes him look bad.
