how long lifting? if you are still in noob gains you can cut and make almost the same progress as you would if you'd bulk. your stomach looks fat but your upper body looks skinny and you have some ab outline so i would probably say slow bulk 200-300 above and do some cardio after lifting to minimize fat gain. aim for about 1 lbs gain per 2 weeks.
also measure your belly circumference and compare it again after a month or so. if it's much larger then start cutting otherwise continue slow bulk
