I have been eating at 2000kj surplus roughly, and not calculating kj burn from excercise.
weight is staying the same and lifts are increasing constantly.

that is not a recomp, that is a slow bulk
bulk: eat surplus
recompile's: eat at maintenance
cut: eat below maintenance
this is not hard to understand
also recomping is a waste of time once you are intermediate unless you're ok with making barely any tangible progress in either direction for a year

This. It's ok (if not the best) for noobs though. Because bulking (getting fat on purpose) isn't everyones thing and cutting can be dangerous, especially if being fat already hurt your body (damaged knee for example).

im not a total noob, and im not obese, just would like to lose a bit of fat and bulk up.
slow clean bulk it is then boize. if i stop progressing, ill eat more.

i'd always advise you to get lean first before you bulk, it works better that way and you don't hate yourself when you end a bulk at 15-16% bodyfat

In my personal experience it is not a meme. Started as a fatso, dropped 10kg via dieting and autistic macro counting and as of now I can fit the clothes I wore when I was 20kg lighter despite having lost only half so far.

This is usually refered to as 1/2/3/4. If someone writes e.g. 1/2.5/3/4.5 it means that they hold that number of plates on each specific exercise
