In Practical Programming, Rippetoe clearly says that a Texas Method Volume Day may very easily require 8-10 mins rest between sets across (5x5) to recover during Squats and presses.
the goal is to add weight every workout - so time is an expendable resource as long as you can keep the weight from stalling.
