It's not that hard if you're actually /fit/. Wear a tanktop (or nothing on top) and short shorts. Add sunglasses, hat if your hair sucks, loosen up, and have a good time dancing. You'll literally be grabbed. Also taking drugs, particularly molly will help you be touchy feely if you're not that type.

Going to a festival to find hookups is a bad idea for a few reasons. First of all the ticket is anywhere from $200 to $500, plus all the other expenses on top of that, and everyone is there with friends (usually guys and girls mixed) and somewhat complicated plans re: transportation in and out, hotel accommodations, etc. You can definitely dance with/on lots of sloots and make lots of friends and connections that you can tap (hehe) at later opportunities, but don't expect to be going home with some rando - just focus on dancing and having fun and go to the club or a bar to get laid, it's easier and doesn't cost hundreds of dollars to get in.

I have no idea what your starting point is. If you've been lifting forever you could probably change up your workout to something more aesthetic-centric and be good to go in 6 months of hard work. If you've just started lifting you don't have a chance at being mired and should be attractive other ways (good dance moves, drugs, charisma, etc).
