Read the sticky, pick a program, and grow some muscle. Everyone looks better with a bit of that. The 'toned' look in women is above average muscle mass with below average bodyfat percentage.
Putting on muscle mass is a slow process for women, so you run into no danger of turning into the hulk without noticing. Just turn it down a notch once you're satisfied.
You might also have to lose a few pounds, I probably have a bit more muscle than what you're shooting for at your height and 51kg, but this very much depends on your goal and your frame. Rely on the mirror more than the scale.
