They use it because it works really good to chapter out obvious /fatties/. If you're clearly overweight, and can't suck your gut in, you're going to fail this test and the Navy has a good reason to show why they kicked you out on paper (they used the BFE). Also note that it's an estimate, not by any means an exact science.

I can't tell if your trying to troll me or what. But I'm telling you dude, this test is irrelevant when you're trying to figure out what your bodyfat percentage actually is. I've been in the Army 3 years now and I've some real chubby dudes pull off a low percentage using this formula.

It's a curve fit based on 2 measurements dude, it's decently accurate for most people most of the time, but if you lift weights seriously it's going to throw it off by a lot.

The US Navy uses this because it's decently accurate (+-5% bodyfat), cheap (only need a tape measure), and you can't fuck it up like the skin caliper calculations.
