Will low weight, high reps until fail build muscle?
I have injuries so I can't do high weight upper body exercises.

I'm dealing with this right now. I accepted that I'm wasting away, it was depressing to look at my slim legs in the miror. decided to do cardio at home a little while ago, consisting of loads of body squats and lunges. Three weeks later and my jeans were tight, such a good feeling! Didn't think it was possible with high reps.
Maybe it only works for lower body, maybe I've just got good genetics. Can't give a solid answer.

All consistent exercise will work, but results are reduced because you'll increase load very, very slowly.
But so long as you increase the weight at least a little you'll keep improving. Just don't expect it to be as fast as rotating high reps / high load.

It will work for a couple months. Roids makes this type of routine work really well..
It will build more muscle than not doing anything, so go ahead and do it.
most any rep ranges can induce hypertrophy. any movement is better than none at all

Yes. There is at least one study testing a group that did 30% of their 1rm to failure one group with 80% of their 1rm to failure. There are slightly better results in strength with 80%, but very high reps do the same thing, as long as you increase the volume accordingly. How much do you need to increase the volume? I dunno lol. But to get the same results with lower intensity you need to do more overall volume.

If by "high reps" you mean like 10-12, then sure.
You're going to start seeing diminishing returns past that.
